Firm Hired To Market Valpo Bus Lines

June 25, 2010
NWI Times Article by Phil Wieland

VALPARAISO | To try to get more people to ride its two bus services, the city is calling in the professionals.

Valparaiso’s Board of Public Works and Safety approved a contract Thursday with Morse & Company of Michigan City to handle the marketing for both the V-Line intracity bus service and the ChicaGo Dash express commuter bus system to Chicago’s Loop.

Assistant City Planner Tyler Kent, who also is the city’s transit director, told the board 80 percent of the $100,000 contract will be paid for by a federal grant.

The only problem is he doesn’t know when the city will get the grant.

The city originally thought the grant would be received in March, but it could be September or October, Kent said. He has been assured by the Northwestern Indiana Regional Planning Commission the city will receive the money.

Until the grant is received, the city will use $30,000 of the systems’ operating funds to allow Morse to get started.

The bus lines have reached a plateau in ridership, although the V-Line will be lower over the next couple of months because of the absence of Valparaiso University students. The line’s two permanent routes each get about 2,000 riders a month.

The other three, two of which a designed mostly to serve VU students, total between 1,500 and 2,000 when school is in session. The Dash had its best month in May when it averaged 61 riders a day.

In addition to hiring a marketing firm, the board is expected to act on a contract or contracts for operating the bus lines. The contracts with McDonald Transit Associates for the V-Line and with Free Enterprise Systems for the Dash expire this fall.

The city received offers from four companies, including McDonald and Free Enterprise, to continue running the service for the city. Royal Excursion and Ride Right LLC also submitted proposals.

Kent said all four companies will be interviewed Tuesday. A recommendation will go before the board July 8.

$100K Pact To M.C. Firm To Market Valpo Buses

June 25, 2010
Post Tribune Article by James D. Wolf, Jr.

VALPARAISO – The city has awarded a Michigan City firm the $100,000 contract for marketing the city’s bus services.

The Board of Works and Safety approved Morse and Co. for the contract on Thursday, although Valparaiso still hasn’t officially received a $80,000 federal grant for the work yet.

Money for the marketing will come from the operating funds for the bus services – the V-Line in town and ChicaGo Dash commuter line – until about October when the grant is expected to come from the Northwestern Indiana Regional Planning Commission.

“I spoke with NIRPC staff, and they said it was just going through the process,” Tyler Kent, of the city’s planning department, said.

The city is assured of receiving it, he said.

Kent said a committee chose Morse and Co. over other marketing firms because of its presentation, reputation and credentials.

The city hasn’t decided on a marketing plan yet, either, but officials will meet with Morse and Co. next week to discuss it, Kent said.

That will include not just how to market the two bus services but whether to sell ad space on the buses.

Also at the meeting, the Board of Works approved $23,315 in extra work for the downtown fire station renovations.

The renovations and updates for the building at 205 Indiana Ave. begin Monday.

Crews for that station will relocate to an older station on the west end of Evans Avenue for four to five months.

Although the work was needed, the Fire Department hurried to create renovation plans to take advantage of stimulus grants.

The $461,000 federal grant will cover 90 percent of the renovation costs, and the city will pay $180,000 for the remaining part from Major Moves money, Fire Chief David Nondorf said.

Valparaiso also paid $180,000 in engineering costs to get the project “shovel ready” before applying for the grant.

The Board of Works also approved a $9,000 contract with Bada Boom Pyrotechnic Productions for the July 4 fireworks.

Dan McGuire said the entire event will cost about $13,000, and 40 percent of that is through private donations this year despite the economy.

“We’ve actually been seeing a good comeback of donations coming in,” McGuire said.
